Reiji, un jeune lycéen parti en vacances aux Etats-Unis, croise la route du meilleur tueur d'une organisation criminelle. Ce dernier, surnomé Phantom, est en fait une fille de son âge. Pour avoir aperçu l'assassin, il doit mourir mais un autre sort lui est réservé... Après avoir subi un lavage de cerveau, il va être entraîné pour devenir un nouvel assassin pour l'organisation.
